Our Mission:
Prevent youth crime in Delaware by providing youth between the ages of 8 to 18 with supervised athletic, educational, and social development activities.
Reach out to youth with programs which address citizenship, self-esteem, substance abuse, and respect for law and order.
Encourage participation and support by the community in P.A.L. programs to help build a solid foundation for Delaware's youth- for life.

Hockessin P.A.L. Center

Our PAL Center located in Hockessin has gathered over a 5,000 members since our opening on March 29, 2001. Throughout the school year our hours are: Monday to Friday 2:30-7:00. We offer homework club, tutoring, Internet access computer room, game room, weight room and open gym. Our summer schedule at the Center is- Monday-Friday 12:00-6:00 PM. The activities that are offered include: basketball, volleyball, tennis, wrestling, computers with cable Internet access, exercise room (14 years old and up) basketball tournaments and baseball clinics.

How P.A.L. was founded

"Far too many youngsters make their first contact with a policeman in unsavory circumstances. The P.A.L. philosophy is to remedy that situation by ensuring that the first encounter of the youth and the policeman is in a positive environment on the friendly field of sports competition."

It was on such a note that the national P.A.L. program was born.

It started when a gang of New York toughs, harassing storekeepers and generally making life miserable in their neighborhood, threw a rock through a storekeeper's window.

Lt. Ed W. Flynn, New York Police Department Crime Prevention Bureau, took on the case and tracked down the ringleader in hopes of finding out just exactly what was responsible for the kids' anti-social behavior.

The kids complained: "We ain't got no place to play-nothing to do. The cops are always hasslin' us. We can't even play baseball."

That was all it took for Lt. Flynn, a staunch baseball fan himself, to get things rolling. "Why," he reasoned, "should the police chase kids from doing what was normal? Why not help those kids form a team? Give them a place to play under police supervision. Be a friend instead of an enemy."

He talked it over with some of his fellow officers and some of the neighbor- hood shopkeepers. They liked the idea and each chipped in a dollar for equipment and uniforms.

Lt. Flynn found a playground where the gang could play under the eye of a policeman. The team was an instant success. By the end of that summer, there were a dozen teams-followed by an indoor youth center. And P.A.L. was born.

PAL of Delaware was founded by three New Castle County Police Officers in 1984. Thomas Gordon, John Cunningham, and Scott Phillips recognized the need in Delaware for a PAL chapter. With the support of the community, they were able to start the first PAL in Delaware. The 35,000 square foot site in Garfield Park opened in 1994, and the newest site in Hockessin opened in March 2001 .

While P.A.L. relies heavily on athletics and recreational activities to draw youngsters into the program to create camaraderie between cops and kids, the main thrust of the program is to steer kids right to keep them from going wrong.

P.A.L. is based on the strong belief that children, if reached early enough, can develop a strong, positive attitude towards police officers that will help them significantly in becoming good citizens on their journey to adulthood.

The Police Athletic League of Delaware prides itself on being an integral part of the lives of young people. Throughout the school year as well as the summer months the PAL offers many different prevention programs that we hope will deter juvenile delinquency. Through collaboration with the New Castle County Police Department the effectiveness of these programs is intensified. The officer's presence and influences on the young people promote a positive outlook for possible future endeavors. The following programs are offered on a yearly basis to the youth at the Police Athletic League Youth Activity Center:

Activities Offered Throughout the School Year

Some factors influencing today's youth are lacking parental love, guidance and understanding, lack of role models, low self-esteem, drugs, peer pressure and boredom.

By reaching out to our under served youth early in life and providing them with constructive alternatives to the detrimental influences they may encounter in the streets and elsewhere, they will have the opportunity to develop positive attitudes and become good citizens later in life.

PALademics, an interdisciplinary educational program, will be "team taught" by police, community leaders, and teachers.

PALademics is our educational component, which is instrumental throughout the school year. This element will enrich and improve the educational background of each PAL member. Our program will provide a peer taught ethical leadership model to improve youths' knowledge and skills in the ethical and moral choice making and academic skills. The instructional program will promote youth ownership opportunities with respect to their rights and responsibilities as good citizens. Our goal is to incorporate different aspects of life by introducing a variety of hobbies, athletics and interests.

The PALademics component takes place throughout the school year; report cards are collected for each student, after every marking period, and then determined who will be required to attend Homework Club and/or tutoring. After school homework club is offered Monday through Friday from the hours of 3:00 to 6:00, under the supervision of a teacher's aide. If a child is in danger of failing or their GPA is below 2.0, that student must attend tutoring in the evening hours, in addition to after school homework club. If this element is not completed, that student is ineligible for extracurricular activities that the PAL Center may offer. Furthermore, if the student does attend tutoring and after school homework club, they are eligible for all the activities.

The PALademics has been functional since 1995, and presently continues to affect the lives of so many young people. The Police Athletic League of Delaware believes strongly that education is indispensable to a successful future.

Youth Prevention Programs

The Police Athletic League of Delaware serves as a host to a myriad of prevention activities for youth ages 8-18. PAL is open to any youth and there has never been a fee for membership.

PAL-Ademics Program-After School

Homework Club:
The educational component of PAL consists of an after school homework club monitored by a teacher and teacher's aids. If the student does not maintain a GPA of a 2.0 or better they are required to attend tutoring in order to participate in our activities.

College Prep Initiative:
This program is designed to instill the importance of attending college. It will focus on preparation for SAT/PSAT tests and maintaining adequate grades throughout high school. In addition, it will provide assistance for the college application process, financial aid qualifications, and exposure to instate college campuses.

Drug Awareness Program:
Through this program addresses the tendency for youth in this age group to gravitate to drugs because of peer influence and the lack of positive role models in their lives. The New Castle County Police Department and the Police Athletic League of Delaware offers an intensive educational component and the presence of positive role models.

PAL Summer Night Program (Garfield Park location only):
This program addresses the large number of youth who have no access to constructive activities on Friday and Saturday evenings during the summer. July 8th to Sept. 6th 2003 -TUES/THURS/FRIDAY- 6:00pm-10:00 and SATURDAY 7:00-11:00pm

PAL Youth Academy:
The PAL Youth Academy is focused on young male and female development, academic achievement and self-discipline. The curriculum is designed to address and instill self-esteem and respect, the respect of others, and to promote both social and academic matriculation. Our goal is to provide participants with the means to form and find their own self excellence through education, mentoring programs, workshops and self-discipline.

Summer Schedule

The Police Athletic League facilities located in New Castle County will be open from 12-6 for youth ages 8-18. A variety of activities are offered during this time.

"PAL Officer Joe Archangelo - 3 time Blue Hen conference champion-1988 Delaware wrestling state champion-1992 M.E.A.C. Champion Delaware State University-1997 World Police and fire games bronze medallist in freestyle wrestling-1999 founder and coach of the PAL Wrestling club-Head wrestling coach at Tower Hill School.

The Wrestling Club runs from March to November, Monday nights from 6:00-8:00 PM for 8 to18 year olds at the Hockessin site. For further information contact Coach Archangelo.
